Abstract: The Spanish Comisión Nacional de los Mercados y la Competencia (CNMC) is facing a institutional, political and technical crisis. The aim of this article is to explain briefly how the CNMC was created as a super-regulator, the possible causes of its current crisis and how this is affecting its performance and the enforcement of European and Spanish competition rules in the Spanish markets.
